Where and when can I buy a costume for my character for halloween on Animal Crossing: City Folk?

I want to go trick or treating on halloween so I can get candy for Jack and receive presents from him,
but I can’t seem to figure out where to buy a costume.
Where can I go to buy a costume that people will actually know is a costume? I have a pumpkin head, but that doesn’t seem to work.
Do I have to go back to a certain date to find the costume? Please help!
