Where can I get cheap custom made costumes in ontario?

Me and my friends are making a VERY low budget movie. Meaning that $600 for the entire Special FX for it was a major purchase. Is there somewhere we can get cheap custom made costumes near Toronto, Ontario? Things like roman armor, and futuristic stuff, but not many of them. Just, for example, 20 costumes, but all different.

do they need to be custom-made? you could check out some of the regular costume / Halloween stores. i saw some good ones on Yonge St near Bloor (kinda near the Panasonic Theatre).
