Go to your local library and rent out a basic course with a CD or DVD and play it over and over again until you feel you have mastered it then progress to intermediate and then professional and if you reach this stage you should be able to talk as if you were Spanish, Greek or whatever language you want to be.
References :
This may differ from person to person.
The best ways I have found is to start early.
Taking a class at school may be difficult but helpful since you are interacting with others learning the same language.
Immersing yourself in the culture, it really helps to learn a language when you like the music, TV shows, movies, etc. from the source of the language. Also those are helpful in that they keep you up to date on how the language may be changing, something most textbooks can't do.
Books are also very helpful, but some are not. I've found it helpful to find some books you think look helpful, and write down the titles. Then google search these books and find maybe reviews or discussions on the book. Amazon often has customer reviews.
Remember that languages are changing, which is something very important so you don't visit said country and sound like you're from 10 years ago!
Also, do try visiting the country! Even if you have very little mastery over the language it may be helpful to just go, again, immersing yourself in it!
Use the internet to your advantage! Find sites dedicated to the language.
Also, computer programs can be a fun way to learn the language!
References :
its how I did/am doing it.

key to learning languages : hear the target language as often as you can. some people like taking a class at school, but it doesn't work for everybody. the best way to learn is to go to a place where they speak the language, perhaps after having already studied a college semester so you have a foundation and then just listen listen listen. i hear the Rosetta stone is wonderful. the next time i want to learn a language I'm going to buy the Rosetta stone.

also listen to music in the language to get your feet wet, memorize the lyrics and look up words you dont'know.
